David Kuntz, PhD, is the Executive Director for Analytical Toxicology at Clinical Reference Laboratory in Lenexa, Kansas. Dr. Kuntz is Co-Responsible Person for the SAMHSA laboratory and the College of American Pathologists (CAP) forensic drug testing Scientific Director. He holds a laboratory director license in a number of states and is an inspector for SAMHSA and CAP forensic programs.
Dr. Kuntz is a Board Certified Toxicologist and is a national expert in urine adulteration and drug detection. Dr. Kuntz has worked in workplace drug testing for the past 32 years and has testified extensively regarding drug use, interpretation, and adulteration of urine, hair, oral fluid and sweat samples using GC/MS and LC/MS/MS. The primary research focus the last five years has been in the development of testing panels for synthetic cannabinoids and bath salts in urine and oral fluids and development of LC/MS/MS methods for workplace drug testing.
Dr. Kuntz is an inspector for the SAMHSA and CAP forensic drug testing programs and a past member of the national Drug Testing Advisory Board, NLCP MSMS Standards Working Group, SAMHSA MRO Manual for Urine/Oral Fluid Working Group, and editorial board for Clinical & Forensic Toxicology News. Dr. Kuntz is currently serving as a consultant to the MRO Examination Development Committee for the Medical Review Officer Certification Council (MROCC), lecturer for AAMRO training courses, and member of CAP Toxicology Resource Committee.

Jerry Powers started with FRA in March of 2013 after nine years with the Federal Transit Administration (FTA) as their Drug and Alcohol Testing Program Manager. In 2011-12, he acted as the FTA Director of Safety & Security as well. As Acting Director, he moved the rail transit safety initiative and reauthorization efforts forward that led to FTA receiving direct safety authority over the transit industry with the passage of MAP-21.
Jerry is responsible for all aspects of the FRA D&A testing program. He has sought to increase the outreach to the industry, the addition of maintenance-of-way workers to the testing program, as well as augmenting the D&A audit program with techniques including undercover collection site audits. He is also responsible for addressing and closing the NTSB recommendations regarding prescription drug use in the railroad industry.
Jerry received a BA in Mathematics from Northeastern University in Boston, MA in 1989. He worked at the Volpe Center in Cambridge, MA for 16 years, attaining DOT and DOD-wide experience in coordinating both policy-based and technical programs. He is excited to be contributing to a safe and efficient railroad industry and sees FRA’s Drug and Alcohol Program as an essential element in fulfilling that responsibility.

Mr. Stevenson has served the people of the United States for 40 years, over two careers. After completing his 20 year career with the US Army, Mr. Stevenson transitioned to the FAA’s Drug Abatement division. He rose through the ranks as an Inspector and Team Leader, currently serving as the Manager, Central Compliance and Enforcement Center in Ft. Worth, Texas with oversight over 24 states. He holds an Associate Degree from Jefferson Community College and a Bachelor of Science Degree from Upper Iowa University in Human Services and minor in Psychology, Magna Cum Laude. He is also a graduate of the C. H. Mason Systems of Bible College, with a Master Teacher Certificate. Originally from Austin, he now lives in Haslet, Texas.
Mr. Stevenson will be speaking on recent news and updates affecting companies participating in FAA regulated drug and alcohol testing programs. He will also be making himself available for an in-person question and answer session.

In a never-ending cat-and-mouse game between drug producers and enforcement, the stakes are as high as their customers.
Matt is an experienced and diversified peace officer and instructor at Blue Vudu. In his 20 year career in law enforcement he spent 7 as a patrol officer and the last 13 as a detective. He has completed tours in several local, state, and federal task forces and conducted hundreds of felony investigations including domestic and international organized crime cases. Matt has also participated in hundreds of undercover operations in various capacities. His passion is in training and helping others to transform themselves into effective criminal justice professionals.
Ray is an experienced Task Force Officer with a dedicated history of working in the law enforcement industry. He is an international law enforcement trainer and Co-Founder of BlueVudu Training. Ray is skilled in Major Investigations, Crisis Management, Leadership and Emergency Management. He currently serves as Executive Director of the Colorado Drug Investigators Association working closely with Rocky Mountain HIDTA and founder of Covert Consulting providing contracted training for Thermofisher Scientific and TruNarc drug identification.

Nathaan Demers, Psy.D. is a clinical psychologist with experience in a variety of settings including community mental health, inpatient burn/neuro ICU’s, integrated care, and higher education. He has implemented a variety of large scale behavioral health programs as a Behavioral Health Research and Technical Assistance Associate with the WICHE – Behavioral Health Program, focusing on the Western 15 States and American Territories in the Pacific. Nathaan is a previous board member for the Colorado Psychological Association and served on the Suicide Prevention Coalition – Primary Care Workgroup for the State of Colorado. In his current role as the VP of Clinical Programs & Strategic Partnerships at Grit Digital Health, he leads a multidisciplinary team innovating at the intersection of behavioral health and technology. The team develops and implements digital tools that decrease stigma and connect individuals to the right behavioral health resources at the right time to increase grit, resilience, and well-being.
Barry Sample Director of Science and Technology

Barry Sample, Ph.D., is a consultant and expert in forensic and analytical toxicology, anti-doping, and workforce drug testing.
Dr. Sample began his career in laboratory medicine at Indiana University in 1977. After earning his doctoral degree in 1985, he joined the faculty in the Department of Pathology at I.U. where he was responsible for the day-to-day operation of the Sports Medicine Drug Identification laboratory. During his tenure, the laboratory was accredited by the International Olympic Committee and conducted the drug testing for 1987 Pan American Games.
Dr. Sample worked for Quest Diagnostics for more than 30 years, starting in 1991 as laboratory director. Under his direction, the Atlanta laboratory, which was accredited by the International Olympic Committee, provided the doping control services for the 1996 Centennial Olympic Games. In 2000, Dr. Sample transitioned to leading Science and Technology initiatives where he was responsible for the production and introduction of new products and services through new tests, informatics, and technology development. In early 2022, Dr. Sample retired and started consulting to laboratories, device manufacturers, and industry organizations as well as providing expert testimony services.
Currently, Dr. Sample is extensively involved in numerous professional organizations. He is a Regional Commissioner and an inspector for the College of American Pathologists (CAP) Forensic Drug Testing (FDT) laboratory accreditation program, serves as a member of the Tennis (ITF/ITIA) Anti-Doping Program Review Board and the National Basketball Association (NBA) Prohibited Substances Committee, and served nine years on the Board of Directors and is past-President of the Substance Abuse Program Administrators Association. He has served as a consultant to the CAP Toxicology Resource Committee, as a member of the U.S. Anti-Doping Agency Review Board, and two, four-year terms as a member of the DHHS Drug Testing Advisory Board. He is a lecturer and has co-authored numerous presentations and publications dealing with drug analysis, athletic drug testing and toxicology. Dr. Sample received his bachelor’s degree in chemistry and his doctorate in pharmacology from Indiana University.
